Turns out some manufacturer OS images may block .NET Framework 3.5
To check this head to
"control panel"
"turn windows features on or off"
and check to see these are ticked in
"media features" and "Microsoft .NET Framework 3.5.1"
even tho .NET Framework 4.5.2 is meant to be backwards compatible, VideoBox and possibly others rely on .NET 3.5
